It is a writing community that has been on the internet for a long time. Is Hubpages a scam? No, is a safe place to show off your writing skill. Compare to Bubblews, being a Hubber is a certainly a better choice to write and submit your article.
But if you like to get rich fast, this is not for you. As far as I know there no getting rich fast in internet business.

It requires Hubbers to produce high quality articles with at least 500 words or more. This show that they are serious in those who willing to effort into their site. There are various ways to make money on this site. And pretty much same as affiliate marketing

Although it is a good place to write and earn revenue, but you do not own the contents you wrote as it is still belongs to the site. You put in the amount of effort to produce quality content and add in eBay and Amazon products within your content. But they make a cut out of it as well. To me this is fair to them as they have created a great platform for their members.

Anyone with the passion of writing can give it a fair try. With their learning center, you are able to learn and apply. Of course for people who do not want to have their own website and business? Building a website and inject your own content is not difficult these days.
Conclusion
As you can see clearly Hubpages is not a scam and a pretty good place to learn and make some revenue from their learning center. They do accept low quality articles that publish on their site. Which means they really into business.
Here is my own view. Why don’t you use the same amount of effort to make it your own internet business?
Amazon, eBay and Google Adsense are there waiting for you directly without giving any cut of the commission.
